    This session is intended to question conventional wisdom and establish new principles for planning for the unthinkable. From terrorist attacks, to hurricanes and pandemics to mass shootings and targeted hackings, leaders must continually reassess their approach to readiness and response.

    How do you maintain an agile organization, able to work collaboratively with local, state, and federal agencies, when the need emerges? Changing digital technologies and social media add an additional layer of challenges, as emergency personnel must continually re-evaluate best practices, standardized approaches and how public expectations for transparency and instant information impact operations. How can leaders best use technology for enhanced situational awareness and communication? How do you build resiliency into the fabric of your community?

    You’ll gain valuable insight from two leaders who have been on the front lines of this transition.  David Paulison is the former Fire Chief of Metro-Dade County. After 9/11, President George W. Bush named Chief Paulison U.S. Fire Administrator; following the response to Hurricane Katrina, he was appointed director of FEMA. He currently serves on the boards of both the NFPA and the Underwriters Laboratory. Bruce Moeller, PhD, is a Senior Associate at Fitch & Associates. He is the former Public Safety Director for Pinellas County, Florida, and served as both the Fire Chief and City Manager in Sunrise, Florida.
