Agencies are realizing the difficulty of going at it alone in an increasingly competitive environment. With this backdrop, there is growing interest in the concept of Strategic Regional Organizations (SROs) as a transformative pathway to sustainability and to enhance performance.
What then is an SRO?
- Strategic: two or more significant providers look to build the economies of scale necessary to support the infrastructure to be successful.
- Regional: comprised of complementary organizations to organize geographies and populations to redefine the markets in which they compete.
- Organization: Formal structures which take many different forms depending on the goals of the parties involved. They do not necessarily compromise independence but foster interdependence and sustainability.
EMS agencies’ motivations for considering an SRO often include expanding geographic service areas, improving operational effectiveness, integrating another struggling service, and improving financial sustainability. To be successful, SROs have to address obstacles including incompatible cultures, mistrust, shared governance and concerns about both transitions plans and exit strategies if the initiative is not successful.
